Erie County receives $2.9 million bid for lead-service-line replacement; officials refer bids for review

At its Feb. 5 meeting the Erie County Commissioners received bids for a Lead Service Line Replacement Project for the Department of Environmental Services. Purchasing Coordinator Emily Galloway opened the lone bid from Mayes and Sons Plumbing Co. for $2,900,000; the estimate listed in the meeting packet was $1,080,000.

Vice‑President Old moved and Commissioner Shoffner seconded a motion to receive the bids and refer them to the Utilities Director and the Purchasing department for review and recommendation back to the Board; the motion carried (roll call: both aye). The Board did not take further action on the bids during the meeting.

Why it matters: lead service line replacement projects involve large capital outlays and can affect water rates, schedules for construction in neighborhoods and eligibility for state or federal funding. The disparity between the engineer estimate and the bid amount could reflect scope, market conditions or scope differences; the Utilities Director and Purchasing are expected to report back with a recommendation.
