Charlotte County adopts financial policy guidelines and approves routine payments, appropriations

On July 10 the Charlotte County Board of Supervisors adopted formal Financial Policy Guidelines intended to promote fiscal stability and consistent budgetary practice.
Supervisor Hazel Bowman Smith moved adoption of the resolution, seconded by Supervisor Derek Toombs. The resolution, presented as a framework to measure fiscal impact and promote creditworthiness, was adopted by recorded vote with the same participating supervisors recorded as voting yea on related procedural items.
The Board also approved routine fiscal items: approval of FY2024 invoices totaling $536,940.34 and FY2025 invoices totaling $1,002,422.81 (motions shepherded by Supervisor Noah Davis), approval of appropriations totaling $172,868.55 (motion by Supervisor Henry Carwile), a first quarterly FY2025 payment of $327,500 to the Charlotte County Rescue Squad (motion by Supervisor Davis), and a building permit refund to Foster Fuels in the amount of $62.64 (motion by Supervisor Carwile). The minutes note Chairman Gary D. Walker was absent from the recorded votes on those specific motions; all other members present voted aye and the motions passed.
Separately, by consensus the Board declined an offer from MBC to acquire towers, with Administrator Witt advising against acquiring additional towers because of maintenance obligations.
Supervisor Davis also moved and the Board approved appointing Douglas Randolph as Charlotte County’s representative to the Southside Virginia ASAP Board.
