Charlotte County refers battery energy storage zoning review to Planning Commission

The Charlotte County Board of Supervisors voted unanimously on Oct. 9 to refer proposed zoning text amendments for battery energy storage systems to the Planning Commission for review.
Supervisor Hazel Bowman Smith introduced the resolution, noting that East Point Energy had applied to add battery energy storage systems as an allowable use and that the planning commission requested staff draft potential regulations following a Sept. 19 public hearing. The resolution states staff needs more time to prepare draft regulations and that East Point Energy indicated it would withdraw its application to allow the commission time to complete its review. The resolution directs the Planning Commission to evaluate whether battery energy storage systems should be permitted and, if so, to provide recommended zoning regulations within 100 days of its next meeting, consistent with Va. Code §15.2-2285.
The resolution was adopted with all supervisors voting aye. Board members did not vote on any specific regulatory language at the meeting; the action was a referral for study and recommended drafting by staff and the Planning Commission.
