The motion to convene the closed meeting was made by Supervisor Walter T. Bailey and seconded by Supervisor Hazel Bowman Smith; the certification motion was later made by Supervisor Smith and seconded by Supervisor Henry Carwile. Both votes were recorded as unanimous in the minutes.
Members of the public used the comment period to urge Walker to step down immediately; several speakers requested his immediate resignation. No formal board action changing Walker’s status was taken at the meeting.
