Parma Heights Council approves street rehabilitation spending, surplus vehicle sale and grant application

Parma Heights City Council approved a package of measures on Jan. 22 that included authorizing the sale of obsolete city vehicles, advancing plans and funding for a 2024 street rehabilitation project, and authorizing an application for an Ohio EPA H2Ohio chloride-reduction grant.
Council moved quickly through the agenda item. In a third reading and vote, the council passed Resolution No. 2023-89 authorizing the administration to dispose of obsolete city vehicles and equipment via public sale through GovPlanet/IronPlanet. Councilwoman Maruschak moved for passage and Councilwoman DeSouza seconded; Clerk Allen recorded ayes from Councilmembers Kolezynski, Maruschak, Durichko, Palmisano, DeSouza and Council President Rounds and the resolution passed.
The council also read and passed Resolution No. 2024-3 authorizing Bowen + Associates, Inc., municipal engineer, to prepare plans, specifications and cost estimates for the 2024 Street Rehabilitation Project and declaring an emergency to expedite the work. The council suspended the rules for immediate consideration; Councilwoman Durichko moved and Councilwoman DeSouza seconded the motion, which passed on roll call with unanimous ayes among those present.
Relatedly, Ordinance No. 2024-4 was read, the rules were suspended, and the ordinance authorizing the expenditure for the 2024 Street Rehabilitation Project and directing the Director of Public Service to advertise for competitive bids was approved. The ordinance directs the administration to enter into a written contract with the lowest and best bidder once a contract is selected.
Finally, Council passed Resolution No. 2024-5 authorizing the administration to submit an application on behalf of the city for the Ohio Environmental Protection Agency (OEPA) H2Ohio Rivers Initiative: Chloride Reduction Grant Program and to execute agreements and expend funds should the grant be awarded. Councilwoman Palmisano moved the resolution; Councilwoman DeSouza seconded and the motion passed by roll call.
All recorded votes on the listed measures were unanimous among members present at the meeting. The meeting adjourned at 7:32 p.m.
