Parma Heights City Council on April 22 accepted a low bid for the city's 2024 street rehabilitation project, authorized an emergency purchase of portable radios from Motorola Solutions, and approved the county 9‑1‑1 plan.
The council voted unanimously to accept Specialized Construction's low bid of $643,433.65 for the 2024 street‑rehab contract, below the city's engineer estimate of $757,205. Council President Rounds made the motion to accept the bid and Councilwoman DeSouza seconded; Clerk Allen recorded all members voting aye.
Council then considered equipment and administrative legislation. Resolution No. 2024‑34 authorized the administration to purchase portable radios, communications equipment and services from Motorola Solutions at a stated purchase price of $225,367.97 and declared an emergency. Councilwoman Maruschak moved to suspend the rules and move for passage; Councilwoman DeSouza seconded. The motion passed on a roll‑call vote with every member voting in the affirmative.
On first reading and subsequent roll‑call, the council passed Ordinance No. 2024‑29, amending Section 145.04 of the Parma Heights Codified Ordinances (fees and charges for municipal documents and services). The ordinance was read by title and approved during the meeting.
Council also took up two items related to regional emergency communications. Resolution No. 2024‑38 formally accepted Cuyahoga County's 9‑1‑1 plan and was passed after a motion to suspend rules; Resolution No. 2024‑39 recommended Mayor Gallo as the mayors' and managers' appointee to the county 9‑1‑1 committee and was approved on the same night.
Several other measures were read for the first time, including Ordinance No. 2024‑35 (an appropriations ordinance for 2024) and Ordinance No. 2024‑37 (establishing employee compensation), which will return for later consideration.
All formal votes recorded in the meeting were unanimous in favor as announced by Clerk Allen. Where motions included movers and seconders, those names were recorded in the minutes and roll calls were taken.
What's next: the street‑rehab contract will proceed with Specialized Construction per the engineer's recommendation. The Motorola purchase was authorized as an emergency and will move to procurement for execution. Ordinances on the budget and compensation will return to council for later readings.
