Brewster County commissioners extend fireworks window, approve investment and retirement items

Brewster County Judge Greg P. Henington and the Commissioners Court on Dec. 16 approved a one-day extension to the county's fireworks policy and adopted routine financial measures, including approval of the county Investment Report and the Texas County & District Retirement System (TCDRS) plan assessment for 2026.
The decisions came during a special meeting convened at 9:30 a.m. at the Brewster County Courthouse in Alpine. James Etchinson, the county Emergency Management Coordinator, presented the county's fireworks policy. Judge Greg P. Henington moved to change the policy's end date from Jan. 1, 2026, to Jan. 2, 2026, and to authorize the judge to sign the corrected resolution; Commissioner Sara Allen Colando seconded. The motion passed 4-0 with Commissioner Ruben Ortega absent.
Judge Henington presented the Investment Report, which the court approved on a motion by Commissioner William "Mo" Morrow and second by Commissioner Jim Westermann. The court also considered the county's TCDRS plan assessment for calendar year 2026; the court noted that Brewster County's budgeted employer contribution rate is 10 percent while the presented actual rate is 9.76 percent. Commissioner Morrow moved to approve the TCDRS rates as presented; Commissioner Colando seconded and the motion passed 4-0.
Malynda Richardson, Brewster County Comptroller, presented reports for accounts payable, recurring expenses, line-item adjustments, and budget amendments. Judge Henington moved to approve the comptroller reports as presented; Commissioner Westermann seconded and the motion passed 4-0.
There were no public comments during the allotted public comment period. The court scheduled its next regular meeting for Jan. 13, 2026, at 9:30 a.m. Commissioner Colando moved to adjourn; Commissioner Morrow seconded and the meeting adjourned at 9:43 a.m.
