Cibola County adopts FY23 budget, approves outside-agency funding and ICIP

The Cibola County Board of County Commissioners adopted the FY23 final budget (Resolution 2022-43) at its July 28, 2022 regular meeting and approved the county's Infrastructure Capital Improvements Plan (Resolution 2022-35), both by 5-0 votes.
The action followed approval of a slate of outside-agency and state professional service agreements. Commissioners approved State Professional Service Agreements totaling $97,065 (New Mexico State Library $2,550; NMSU Extension $48,015; USDA $26,000; Council of Governments $20,500). The board also approved local funding requests that together totaled $170,917, including $50,000 for the Village of Milan pool, $7,000 for the El Morro Arts Council, $20,000 for Grants Community Pantry, $51,917 for Rockin' 66, and $40,000 for CCEDF. Funding requests for Main Street and the Chamber of Commerce were tabled.
Commissioner Robert Windhorst made the motion to adopt the FY23 budget; Commissioner Ralph Lucero seconded. Commissioner Windhorst also moved adoption of the ICIP, with Commissioner Martha Garcia seconding. Each approved item recorded a 5-0 vote.
The board discussed two proposed new county positions—a County Services Specialist Senior in the Treasurer's Office (salary range $27,575–$41,362; midpoint $34,468) and a Finance Analyst in the Manager's Office (salary range $44,082–$66,124; midpoint $55,103)—and opted to table both pending additional details.
The board will reconvene for its next regular meeting on Aug. 25, 2022, when staff are expected to bring additional information requested on the tabled personnel items and Main Street funding.
