Madison County board approves more than $3.7 million in energy, weatherization and park grants and applications

The Madison County Board on March 18 authorized a slate of grant awards and applications intended to support parks, energy assistance and weatherization efforts across the county.
Grants Committee Chair David Michael presented the Park Enhancement Program awards that together total $1,128,557.01 and list recipients from Alton, Edwardsville, Granite City, Collinsville and numerous townships and villages. The board approved the grant awards as recommended by the Park & Recreation Grant Commission.
The board also authorized the Community Development Department to submit several 2021 grant applications: an Ameren Weatherization Incentive grant application for $170,000; Illinois Home Energy Assistance Program (HEAP) federal and state applications (Federal $1,011,919; State $1,654,271); and three weatherization assistance applications composed of an estimated DOE federal grant ($269,415), an HHS federal grant ($464,908) and a State grant ($200,456). In addition, the board authorized a $200,000 HOME program loan to the Southwestern Illinois Development Authority (SWIDA) for construction of Highland Villas, 48 senior rental units, contingent on environmental clearance and other funding commitments.
Why this matters: the combination of grant awards and grant applications supports both near‑term public‑facing services (home heating and weatherization) and capital projects (park improvements and senior rental housing) across multiple municipalities in Madison County.
All grant authorizations were recorded in committee reports and entered into the record; Community Development was designated the county’s authorized representative for application submissions.
