Reeves County groundwater board approves drilling, production and three historic-use permits

At its Dec. 19, 2024 meeting the Reeves County Groundwater Conservation District unanimously approved a drilling and production permit for Goat Ranch Water, LLC and three historic-use permits, while also approving routine minutes, financials and bill payments.
The Reeves County Groundwater Conservation District voted unanimously Dec. 19 to approve a drilling permit and matching production permit for Goat Ranch Water, LLC and to grant three historic-use permits for existing water users.
Vice President David Dominguez called the meeting to order at 5:02 p.m. and the board opened a public hearing on Drilling Permit #6405 and Production Permit #6406 for Well RC3390, owned by Goat Ranch Water, LLC. No members of the public spoke. The board then approved both permits by a 5–0 vote. The permits authorize production of 193.6 acre-feet per year and a pump rate of 120 gallons per minute for Well RC3390.
The board also considered three historic-use permit applications. The board approved Historic Use Permit #6413 for multiple RC numbers associated with BMB/SWC Ranches (610 acres), which requested 1,008.13 acre-feet per year and a 625 gpm pump for industrial/commercial/oil-and-gas–related uses. The board approved Historic Use Permit #6412 for Reeves County WID #1 (640 acres), which requested 3.07 acre-feet per year and a 1.9 gpm pump for public water supply near Balmorhea Lake. The board approved Historic Use Permit #6407 for Earnest Boicourt (526.2 acres), which listed a maximum of 3,157.20 acre-feet per year and a 2,200 gpm pump for irrigation. All three historic-use permits passed on a single motion, 5–0.
Before the permit votes the board handled routine business. Director Ginny Barmore moved and Director Ben Burnham seconded approval of the Nov. 21, 2024 minutes; the board also unanimously approved the November financial statements and payment of bills.
The board did not take further action on the General Manager's Report, which covered stakeholder meetings, operations reports (bank, tax and investment statements), drilling activity and current well registrations.
The board adjourned at 5:34 p.m.
