Nancy Martinez questioned a line-item discrepancy under "Advertising," which showed $4,000 in spending against a $300 budget; Amber Redden explained that the $4,000 paid an early TAGD sponsorship fee to secure a full‑color RCGCD logo on sponsorship bags. Martinez also asked about "Software and IT" going over budget; Amber said the district is updating its network software and expects the budget to align next year. (Director David Dominguez was absent from the April 17 meeting.)
The board approved the 1st Quarter Investment Report (motion by Nancy Martinez, second by Ginny Barmore) and acknowledged the 1st Quarter Drought Report (motion by Luke Brown, second by Ginny Barmore), both by unanimous votes. President Ben Burnham moved and Ginny Barmore seconded awarding $1,000 scholarships to 16 qualifying applicants (total $16,000), which exceeded the originally budgeted scholarship amount by $6,000; the motion passed 5-0. The minutes list scholarship recipients by name and school district. Ben Burnham said he will present the Balmorhea scholarships at the Balmorhea graduation and Barmore and Amber Redden will present the Pecos scholarships at Pecos High School's Purple & Gold Night.
The board reviewed correspondence and set its next meeting for May 15, 2025. The meeting adjourned at 6:29 p.m.
