The Reeves County Groundwater Conservation District (RCGCD) board voted 5-0 April 17 to decline a request from Cactus Water Services LLC that the district file an amicus curiae brief or letter in a case now before the Texas Supreme Court. Attorney Emily Rogers told the board the district has no direct stake in the litigation and that the case, as she understands it, does not alter the Railroad Commission's existing requirements for oil producers to manage produced water.
Directors debated whether the request fell within the board's purview. Nancy Martinez moved to decline and Luke Brown seconded; the motion carried unanimously. Ginny Barmore said the district should monitor the case's progress but took no further action.
The board's action ends the request for RCGCD participation in that filing. No additional direction to staff or follow‑up filing was given at the meeting.
