Reeves County groundwater board approves Shifflett drilling permit, accepts 2024 audit and annual report

The application requested up to 2,556 acre-feet per year (maximum) and 1,200 gallons per minute for irrigation from a 426-acre tract (AB 3796 BLK C-10 SEC 18 PSLE 2/3), located about one-half mile southeast of the intersection of CR 336 and County Road 120 in Reeves County, Texas. The hearing opened at 5:21 p.m., recorded no public comment, and closed at 5:25 p.m. Following the hearing, Director Cecil Lee moved and Director Lee Young seconded approval of Drilling and Production Permit #6422; the motion passed 6-0.
The board accepted a Groundwater Management Area 3 (GMA 3) planning proposal (moved by Cecil Lee; seconded by Ginny Barmore) with a unanimous vote. Emily Rogers, attorney for the district, and Claudia Russell presented a legislative update; no board action was taken on the legislative update. The district's 2024 Annual Report was presented and accepted (moved by Ginny Barmore; seconded by Nancy Martinez), vote 6-0.
In correspondence, staff noted a report on the Texas Alliance of Groundwater Districts (TAGD) conference (summarized by Greg), the May cloud-seeding operations report from Todd Flanagan, multiple scholarship thank-you letters from recipients, and a restated petition for inquiry filed with the Texas Commission on Environmental Quality by Cockrell Investment Partners, L.P. The board scheduled its next regular meeting for July 17, 2025, at 5:00 p.m. and adjourned at 6:18 p.m. on a motion by Ginny Barmore seconded by Nancy Martinez (vote 6-0).
