Cornerstone reports Bedford County pension fund at $14.05M and roughly 6.5% year-to-date gain

J.P. Cavaliere, senior consultant with Cornerstone, told the Bedford County Retirement Board on Aug. 20 that the pension fund’s ending market value for the quarter-to-date was $14,045,612 and that the total portfolio was up roughly 6.5% year-to-date versus a blended benchmark near 6%.
Cavaliere summarized the Index Flash Report for the second quarter, noting June performed well and July showed gains. He flagged macro indicators: lending remains tight, personal disposable income has risen, and market participants expected two possible federal funds rate reductions later in the year. He characterized fixed income yields as attractive following a roughly 1% rate drop in the period.
On cash flow, Cavaliere reviewed transfers and withdrawals and a five-year contribution history. For the most recent reporting period he noted contributions of $8,637 and benefit withdrawals of $15,774 (reported as negative outflow). He described asset allocation positions relative to the investment policy target: domestic and international equity allocations were roughly on target, domestic fixed income was overweight and cash and equivalents were underweight. Manager returns and blended benchmark comparisons were described as generally favorable.
The fund’s performance and the market outlook were presented as context to the actuarial assumptions and funding discussion earlier in the meeting. The board did not take investment allocation actions at this session; the consultant’s remarks provided data for future portfolio and funding planning.
