The Bedford County Salary Board met Oct. 8 immediately after the Board of Commissioners’ meeting and approved the minutes from Sept. 11, 2024. The board then approved a package of personnel appointments, wage rates and longevity adjustments presented by county department heads.
Melissa Cottle, Treasurer, moved the motion to approve wages and other personnel actions as presented; Commissioner JR Winck seconded and the motion carried. The motion covered both hires governed by union contracts and nonunion appointments.
Among the approved actions, the board authorized Shelsa Miller as Acting Lieutenant at BCCF at $19.50 per hour effective Sept. 16, 2024. Multiple corrections officers were approved at union contract or training-completion rates, including Dawn Varner (PT) at $18.25/hr, David Burgos (FT) at $17.75/hr, Larissa Crum (FT) at $16.50/hr, Zachary Moore (FT) at $16.50/hr, Barbara Steiner (FT) at $17.50/hr, Chloe Ohler (FT) at $16.50/hr, Steven Whetstone (FT) at $16.50/hr and Tony Herline (FT) at $17.25/hr (effective dates range from Sept. 16 to Oct. 21, 2024 as listed in the record). Sharon Keel, a corrections officer, received a longevity increase to $23.45 per hour.
The board also approved hires and adjustments outside corrections: Gretchen Melius and Bethany Imler were approved as Caseworker I positions with CYS at an annual salary of $35,349.60 (effective Sept. 16 and Sept. 23, 2024, respectively). Rebecca Miller was approved as Clerk Typist I for the DROP office at $12.25/hr (effective Sept. 30, 2024); Lillian Foor as Clerk Typist I in the Sheriff’s Office at $12.30/hr (effective Oct. 1, 2024); and Kathryn Mearkle and Maigen Warren as part-time Field Assessor I positions in Tax Assessment at $15.00/hr (effective Oct. 15, 2024). Patricia Wissinger, Judicial Secretary, received a longevity increase to $19.18 per hour.
The motion to approve the personnel slate was recorded as approved in the minutes; specific recorded vote tallies were not specified in the transcript. Commissioner JR Winck moved to adjourn at 10:39 a.m., seconded by Melissa Cottle; the board adjourned and set its next meeting for Nov. 12, 2024, unless called sooner.
The actions recorded in the minutes reflect approvals of hires, training-completion pay rates, union-contract wages and longevity increases across corrections, children and youth services, court administration, election support, tax assessment and sheriff’s office staffing. Where specific effective dates and rates were recorded in the minutes, they are noted above; if a detail was not included in the minutes it is marked "not specified" in records.
