Board approves Children & Youth Services agreements, stipend and proclamation
Summary
Bedford County commissioners approved multiple Children & Youth Services purchase-of-service agreements, an Avanco CAPSYS contract, a Space Available agreement, a federally funded $1,500 stipend for CYS employees and a proclamation designating June 10–14, 2024 as Child Welfare Appreciation Week.
The Bedford County Board of Commissioners on June 11 approved a package of Children & Youth Services (CYS) actions, including inter-county purchase-of-service agreements, a software services contract, a short-term space agreement and a federally funded employee stipend.
On motions by Commissioner Baughman, seconded by Commissioner Stiles, the board approved: a Purchase of Service Agreement for juvenile detention services with Jefferson County (July 1, 2024–June 30, 2025); a Child Accounting and Profile System (CAPSYS) application service provider agreement with Avanco International, Inc., effective July 1, 2024; a Purchase of Service Agreement with the County of Chester for the same July 1, 2024–June 30, 2025 period; and a Space Available Agreement with Central Counties Youth Center covering June 2024–June 30, 2025. Each motion was recorded as approved on the minutes.
The board also approved a federally funded stipend of $1,500 to each Bedford County Children & Youth Services Department employee, per the Bedford County Family First Transition Act special grant fund, on the recommendation of Christopher Gresko, Administrator of Bedford County Children & Youth Services.
Separately, the board approved a proclamation recognizing June 10–14, 2024 as Bedford County Child Welfare Appreciation Week, citing the difficult and sometimes dangerous work of child-welfare professionals and the county’s support for the workforce.
All CYS-related motions were made on the recommendation of Christopher Gresko and approved by the board. The service agreements are effective July 1, 2024, where noted; the stipend will be administered through the department’s special grant fund.
