The board adopted Resolution No. 06.11.2024(1), which approves the county’s updated Municipal Solid Waste Management Plan prepared with the county Solid Waste Advisory Committee and submitted to the Pennsylvania Department of Environmental Protection under the Solid Waste Management Act (Act 97) and the Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101). Planning Director Stephanie Clevenstine said the plan has been in development since 2019, will guide county solid-waste policy for roughly a ten-year period and is now awaiting final DEP action.
In a separate action tied to county planning and Community Development Block Grant (CDBG) activity, the board issued a Notice of Award to Snyder Excavating LLC, of Johnstown, PA, for the Hyndman Borough Waterline Replacement Phase VII project (CDBG-22-C000085033) in the amount of $219,240.00. The award followed recommendations from the engineering firm Gwin, Dobson & Foreman, the Hyndman Borough Council and county planning staff.
Clevenstine said the updated solid-waste plan is intended to secure adequate disposal and processing capacity for municipal waste and to formalize responsibilities and agreements between the county and other entities; the plan text cites Act 97 and Act 101 as the statutory bases for county planning authority.
The Hyndman waterline project will proceed under the terms of the CDBG activity; the board did not record a roll-call vote in the minutes beyond noting the motions were approved. The county planning office will manage next steps for procurement and construction oversight as required by the CDBG grant.
The board adopted the plan and approved the award during the June 11 meeting; DEP approval and the contractor schedule will determine the timetable for implementation.
