Venango County approves major youth-service contracts, renews human-services agreements

Venango County commissioners on Feb. 10 approved a slate of Human Services contracts and contract amendments intended to sustain youth services and older-adult supports across the county.
The board unanimously approved Attachment C, the Human Services contract package for 2025–2026. The package included a backup arrangement with Active Aging, Inc. to provide PA Medi counseling to Older Adult Services at $32 per hour when county staff are unavailable, and a renewal of a case-management and authorization software contract with Alliance for Non-Profit - E-Systems at $850 per month (annual cost $10,200) to support substance-use-disorder case management.
Commissioners ratified several high-dollar youth-service agreements. The meeting record lists Mars Home for Youth Family Services contracts with maximums including $279,999 for High Fidelity Wraparound services, $86,000 for an Intensive Aftercare Program, $51,422 for Multisystemic Therapy, and $31,872 for MST PSB services. The board also ratified JusticeWorks YouthCare contracts including the VIP program (up to $69,000) and the IL program (up to $84,365), along with smaller program-specific amounts for culinary and stipend support.
The Human Services agenda also included administrative items: approval of six Resource Family Agreements for the Foster/Kinship Care Program; appointment of Terry Fay to a three-year term on the Older Adult Services Advisory Council; and an Administrative Entity Operating Agreement with the Department of Human Services to perform administrative functions for consolidated waiver and community-living waivers and to conduct level-of-care evaluations.
Commissioner Kenneth M.J. Bryan moved approval of the Human Services package; Commissioner Samuel H. Breene seconded. The minutes record the vote as 'aye all.' The documents attached to the meeting record provide the contract-specific maximums and program descriptions; the board did not read full contract texts aloud during the meeting.
The board will next meet March 10, 2026, to continue county business.
