Josephine County approves $35,941 youth-prevention grant; travel request fails for lack of a second

The Josephine County Board of Commissioners approved a $35,941 pass-through grant for youth prevention programming and declined an out-of-state travel request for Community Justice staff at its Jan. 13, 2026, County Administration Workshop.
Scott Hyde, Community Corrections Director, presented the grant agreement between Josephine County and the Boys & Girls Clubs of the Rogue Valley. Hyde said the funds are prevention pass-through dollars that will support the SMART Moves curriculum for sixth-grade students in the Three Rivers School District and Grants Pass School District middle schools. The agreement term is Oct. 1, 2025, through June 30, 2026, and Hyde stated no county general funds will be used; the funds are administered through a prevention partner.
Commissioner Ron Smith moved to approve the grant; Commissioner Chris Barnett seconded. On roll call, Smith and Barnett voted yes and the motion carried 2-0.
Hyde also presented an out-of-state travel request totaling $13,094 for two Community Justice staff to attend the NatCon Middle Management Academy followed by the NatCon 2026 Conference. Hyde described the academy as a competitive, four-day leadership program focused on leadership development, budgeting and financial literacy, staff recruitment and retention, conflict management and evidence-based management practices, and said the travel would be funded from the Prevention Division training budget. Commissioner Barnett asked for the item to be continued so the identified staff could attend to answer questions. Commissioner Smith moved to approve the travel request, but the motion was not seconded and therefore failed for lack of a second.
The board did not take further action on travel at that meeting.
