Soddy-Daisy board adopts city code revision, approves short-term rental moratorium and Eagle Scout contract

The Soddy-Daisy Board of Commissioners on Thursday adopted a routine codification of the city's ordinances, approved a temporary moratorium on nonowner-occupied short-term rental applications and authorized the mayor to sign a professional services contract for an Eagle Scout project.

City Manager Johnson said the codification is performed every seven to eight years and that the city used the Municipal Technical Advisory Service (MTAS) to complete the revisions. Commissioner Coleman moved and Commissioner Shipley seconded the second and final reading of Ordinance No. 3, and the motion passed unanimously.

On Ordinance No. 4, which imposes a moratorium on the acceptance of short-term rental applications for nonowner-occupied properties, City Manager Johnson said "the caption says it all," noting the city is monitoring a study by the City of Chattanooga to inform local policy. Commissioner Shipley said the ordinance will not take effect until 15 days after the meeting and that applications already submitted may still be considered. Commissioner Shipley moved and Commissioner Coleman seconded the ordinance; the measure passed unanimously. The moratorium is in effect on its effective date for a period up to and including March 15, 2023.

City Manager Johnson requested and the board approved the mayor's signature on a Professional Services Contract with Seth Green related to an Eagle Scout project; the city attorney had reviewed the contract. Commissioner Coleman moved the approval; Commissioner Shipley seconded and the vote was unanimous.

The meeting packet and the board's roll call show all votes recorded as unanimous on those items. The board approved the minutes of its Oct. 6 meeting at the opening of Thursday's session. The meeting adjourned at 7:18 p.m.
