City Manager Burt Johnson told the Board of Commissioners on Nov. 17 that he was preparing a grant application to the Tennessee Emergency Management Agency (TEMA) for 215 Pine Street, a house the manager said had flooded and been declared unlivable.
Johnson asked the board to authorize the mayor to sign a letter delegating authority to the City Manager to sign on the mayor’s behalf to expedite receipt of grant monies to assist the homeowner (identified in the minutes as Mrs. Hayes). Vice‑Mayor Cothran moved approval; Commissioner Shipley seconded and the motion carried by unanimous voice vote.
Mayor Nunley said the homeowner had moved out more than a year earlier. The action authorizes the administrative step of signature delegation; the transcript does not include the grant amount, timeline or final award decision.
