The Board authorized city staff to award lumber purchases for several projects (pier, the bridge in the Gulf, a storage shed and batting cages) and set an upper authorization of $53,500 to accommodate potential donations and multiple bidders. Public Works Director Grant reported 84 Lumber was the lowest bidder; bids covering treated lumber and Trex options ranged roughly between $9,000 and $16,000. Commissioners discussed Trex's longer lifespan and the possibility of donor contributions; Commissioner Keith said he would favor Trex if a substantial donation is made. Vice‑Mayor Coleman moved to approve awarding bids up to $53,500 and to allow awards to more than one bidder; Commissioner Shipley seconded and the motion passed unanimously. City Manager Johnson said the City will not spend more than the lowest bid price.
Commissioner Keith asked about the condition of 11237 Dayton Pike, noting the house burned months earlier and expressing concern that people may be occupying sheds and cars; Codes Enforcement Grant said a condemnation notice and letters had been sent. Keith also raised trash problems at 11209 Dayton Pike, reporting about 15 trash cans on the right‑of‑way from nearby duplexes; staff advised owners could be cited and that trash containers should be removed from the right‑of‑way within 24 hours after pickup. City Manager Johnson said he would discuss the dumpsters/requirements with the City Attorney.
Vice‑Mayor Coleman thanked Public Works for clearing a ditch on Old Dayton Pike after EPB left a tree that caused drainage issues; he asked about lights at the pickleball court, and Public Works Director Grant said some park lights were repaired by EPB and other lights will be repaired when ground conditions allow. Commissioner Penney raised recurring safety concerns about trains blocking the Cox Lane crossing and recalled earlier discussions about emergency access across private property; staff said a previously offered parcel is being sold and past railroad responses limited options.
Commissioner Shipley requested a discussion of pay increases for the fire and police departments and reported Fire Chief Morgan's request to hire three additional firefighters; the Commission agreed to hold a workshop on Feb. 24 at 9:00 a.m.
