Soddy-Daisy extends short-term rental moratorium to July 1 after discussion of occupancy and neighbor notice

The Board voted unanimously April 20 to extend a moratorium on accepting short-term rental applications for nonowner-occupied properties that are not the applicant’s primary residence, moving the effective extension to July 1, 2023.
City Manager Johnson said the ordinance would extend the moratorium from May 1 through June 18, 2023; City Attorney Elliott recommended moving the period to July 1. Commissioner Shipley urged additional protections for neighborhoods, raising occupancy limits and safety concerns and suggesting adjacent property owners be notified of applications. He noted instances where the Fire Marshal reduced an occupancy count and that some larger homes may require sprinkler systems.
Commissioner Shipley emphasized the personal stakes for homeowners, saying, "a person's home is their largest investment," and argued neighbors should be informed and given an opportunity to appear before the Planning Commission or Board of Zoning Appeals when an application is made.
Commissioner Shipley moved to extend the moratorium through July 1; Commissioner Keith seconded and commissioners voted unanimously to approve the extension on first reading.
