The Soddy‑Daisy Board of Commissioners on May 4 unanimously adopted two ordinances tightening rules for dumpster placement and storage and extended a moratorium on new non‑owner short‑term rental applications.
Mayor Everett opened the meeting and City Attorney Elliott asked that the minutes be amended to list all staff and attendees; the board then approved the April 20, 2023 minutes as amended. The board approved 2022–2023 Ordinance No. 14, which amends the Soddy‑Daisy Municipal Code, Title 17, Section 17‑103 regarding dumpster storage requirements (1st: Commissioner Shipley; 2nd: Vice‑Mayor Coleman). Commissioner Keith then moved and Commissioner Shipley seconded approval of 2022–2023 Ordinance No. 15, amending the zoning ordinance (Article VIII, Section 824.10) on dumpster requirements; the motion passed unanimously.
The board also approved 2022–2023 Ordinance No. 16, which amends an earlier ordinance to extend a moratorium on accepting applications for non‑owner‑occupied short‑term rental properties that are not the applicant’s primary residence. The extension runs from May 1, 2023 up to and including July 1, 2023 (1st: Vice‑Mayor Coleman; 2nd: Commissioner Keith). Mayor Everett noted the public hearing for these items was held at the previous meeting and there was no public opposition recorded at this session.
All votes on the three ordinances were recorded as unanimous. The actions finalize zoning and solid‑waste storage language immediately and preserve the moratorium on certain short‑term rental applications through July 1 to allow additional review.
