County approves counseling contract and advisory committee appointment for Children & Youth Services

Fayette County commissioners voted Jan. 15 to approve a FY2025‑26 Purchase of Service Agreement between Fayette County Children & Youth Services and A Second Chance Counseling Services of Greensburg. The motion was moved by Commissioner Henry Kaufman, seconded by Commissioner Vince Vicites, and passed unanimously.
The contract in the board packet details hourly rates and terms for a range of services: mental health treatment, trauma therapy and family sessions at $125 per hour; supervision of family visits/parenting instruction at $100 per hour; consultations at $75 per hour; meetings/case management at $85 per hour; and court preparation/testimony rates differentiated by credential (Master’s level and below at $100 per hour, other professionals at higher half‑day rates). The agreement includes travel, cancellation and mileage reimbursement terms.
The board also approved the appointment of Jaclyn Blackson to the Fayette County Children & Youth Services Advisory Committee. Blackson will complete the remainder of the current term (ending March 31, 2026) and will serve a subsequent three‑year term ending March 31, 2029; the Advisory Committee had unanimously recommended her appointment.
Next steps: County staff will finalize and execute the Purchase of Service Agreement and the Redevelopment/Advisory Committee will update membership records to reflect Blackson’s appointment.
