Rodeo grandstands moving forward; architects' geotechnical amendment and interlocal agreement under legal review

Commissioner Brett Wachsmith and Event Center Director Kady Porterfield updated the Board on progress for the rodeo grandstands on July 28. Wachsmith said the original SEPA appears sufficient and should not be an issue with the city.
Porterfield reported a first amendment to ALSC Architects’ agreement to add geotechnical services was required because of site testing needs; that amendment totaled $11,792.00. Meetings with ALSC Architects and the Rodeo Board are ongoing to refine design elements and align operational needs.
A draft interlocal agreement (ILA) defining the funding partnership between the county and the city has been completed and is under legal review; Porterfield said the ILA will be forwarded to the City Attorney for their review. Once the ILA is finalized and executed, the county plans to initiate the LOCAL program through the State Treasurer’s Office to support project debt service. Porterfield said she is working through a second grant contract with the Department of Commerce while drawing from the first contract to cover current expenditures, and a joint press release with the Ellensburg Rodeo is being prepared.
