County finance study session: planner fund reassignment, fire protection fee proposal, CSC report, state audit and Yakima Humane Society request

The Kittitas County Board of Commissioners on July 24 heard several informational and administrative items.
Budget staff proposed reassigning funding that supports the Long-Range Planner and Code Enforcement from Community Development Service Funds to the General Fund; commissioners agreed to that change for the 2026 budget. Zack DeHaven also provided the CSC quarter-one final report and said the CSC group will present further details at the next management meeting.
DeHaven noted Kittitas Valley Fire and Rescue (Fire District 2) proposed a fire protection fee of $1.50 per $1,000 of assessed value annually for county facilities, explaining the fee arises because fire protection districts are supported by property taxes while public agencies are exempt. Pat Kelleher, a citizen in attendance, spoke about the recent Horse Park fire in Cle Elum during that discussion; the board treated the item as informational and took no action.
DeHaven announced that State Auditors will be onsite after July 28 to begin the annual audit. He also said the Yakima Humane Society has requested additional funding and that he would schedule a meeting to discuss that request.
