The Snowflake Town Council on April 1 adopted Ordinance 2025‑03, a set of text amendments to the town code that address secondary dwellings and kitchens in residential zones.
Staff explained the amendments are intended to clarify that secondary structures are permitted in all residential zones without requiring a special use permit. Planning staff described the change as a first step and said additional definitions are still needed. Brian Richards told the council, "in all residential zones, you are allowed to do a secondary structure without a special use permit." Panel members discussed terminology; one participant, Bruce Meyer, said the accessory cooking space would be referred to as an "additional kitchen." Councilmember Reid Stinnett spoke in favor of advancing the ordinance and sought clearer definitions distinguishing multi‑family from multi‑generational arrangements.
The council read the ordinance once by title (motion by Stinnett, second by Lewis) and then approved it (motion by Lewis, second by Sheen). Both motions passed unanimously with Joe Bjornn absent.
Next steps: Staff will refine definitions and implement the amended code language; future zoning interpretations and permitting will follow the clarified allowance for secondary structures.
