Snowflake council approves Circle K traffic escrow, paving and utility contracts; adopts tentative budget

The Snowflake Town Council on May 6 unanimously approved a series of development and infrastructure actions, including an escrow agreement with Circle K to fund traffic-signal improvements at Main Street and Snowflake Boulevard, authorizing a paving contract with W.W. Clyde and a two-manhole replacement contract with Apache Underground.
Brian Richards, town staff, summarized a traffic study and said the Circle K development will work with the town on intersection changes and that funds would be placed in escrow for construction; the council approved Resolution 2025-05 to accept the agreement. Richards described the escrow as "Approx. $382,000." Councilmember Byron Lewis moved the resolution; Mark Sheen seconded and the motion passed unanimously.
On capital projects, the council approved a FY24-25 asphalt paving contract with W.W. Clyde after staff recommended the company as both cost-effective and local. Mark Sheen called the projects "big wins for the town," and the council approved the contract by motion.
For sanitary infrastructure, staff reported that three manholes already had been replaced and two additional manholes (1st E & 4th S, and 9th S & Main St) need full replacement rather than epoxy repair. Staff recommended Apache Underground at a bid price of $118,560 for full replacements. Cory Johnson moved the Apache contract; Reid Stinnett seconded and the council approved the contract unanimously.
The council also adopted the FY25-26 tentative budget by motion. Brian Richards said the tentative budget sets a maximum spending level and that the town will return with a public hearing and a final budget adoption, likely in July.
Finally, the council approved contracting with Pierce Coleman PLLC to serve as town attorney with Robert Wingo assigned to the account. Council discussion noted the value of outside counsel with fewer local conflicts; the contract includes a $5,000 monthly fee with additional services billed separately. Joe Bjornn moved the contract; Reid Stinnett seconded and the motion passed unanimously.
