Franklin County approves $37,915 laptop purchase for sheriff's deputies; authorizes MainePERS study for three employees

Commissioner Tom Skolfield moved the amended purchase motion, which was seconded by Commissioner Tom Saviello and approved 5-0. The minutes say the Sheriff's Office had previously requested six laptops and that additional devices were either not working or nearing failure, and that attempts to update remaining units had failed, "causing a security threat to the laptops and the network."
The board also took up a related personnel funding question for the Sheriff's Office. Commissioners were told three administrators who are nearing retirement had a 7½-year gap when they were not in the law-enforcement Special Plan 3C; that gap may affect their eligibility or benefits. The board authorized Tiffany (staff member) to contact MainePERS to determine whether there is a cost for an actuarial study to calculate the buyback amounts for each of the three employees and to report back. The motion directed Tiffany to proceed if the study could be done at no cost; if a fee is required, she must return to the board for approval. That motion passed 5-0 (moved by Tom Skolfield, seconded by Tom Saviello).
County officials said the laptop purchases will come from the Capital Reserve Account and that the Sheriff's Office requested the replacements to maintain up-to-date software and network security. The minutes record the vendor as Telrepco and the total purchase amount as $37,915. The board did not debate alternative vendors during the meeting.
Next steps: staff will complete the Telrepco purchase process and Tiffany will report back on MainePERS' response if a study cost exists.
