County approves multiple planning files, awards pavement-marking contract and records easement

The Lincoln County Board of Commissioners approved several planning and development actions during its June 8 session, including rezones, subdivision approvals and an infrastructure contract.
County staff and applicants presented a package of Planning & Zoning files. The board approved File 601 PZ 22, a plan amendment to rezone property east of Highway 189 from rural to industrial, to facilitate anticipated development. Staff and a surveying consultant discussed plat wording and statutory considerations under Wyoming Statute 34-12-108; questions centered on whether specific plat warnings and per-lot engineering requirements were needed.
The board also approved File 702 PZ 22 (K Triangle Subdivision – Phase III) with an amended condition requiring owners of lots with percolation rates below 5 minutes per inch or above 60 minutes per inch to obtain a Chapter 3 Permit to Construct from the Wyoming Department of Environmental Quality. Other approvals included File 201 MS 22 (Wild 3 Ranch), File 409 SS 22 (Scott’s View Second Filing with a road-name change), File 410 SS 22 (Hendrick Subdivision), File 806 AP 22 (Hesson Commercial Park third amended) and File 808 AP 22 (Townsite of Bedford Block 16 Second Filing).
Amy Butler, the county engineer, reported the low bid for the 2022 Pavement Marking Project (HR21302) came from All Star Striping at $95,679.25; the board awarded the project and authorized the chairman to sign contract documents after required submittals are approved. The board also authorized execution of a 40-foot access and utility easement for Max and Mary Merritt.
Surveyor Marlowe Scherbel and applicants raised technical comments about plat language and perc-test responsibilities during the discussion; the board adopted the staff recommendations and authorized the necessary resolutions and agreements.
