Audra Thornton, the landowner who filed the petition, said the vacation was sought to add land to a long, narrow parcel and that she would be open to vacating only the north portion. Butler replied that even unimproved right-of-way can provide access and that written permission from the other landowners is required before the county can proceed.
Commissioner Hansen moved to deny proceeding with the vacation petition; the motion was adopted. The board closed the public hearing at 11:19 a.m. and did not set a future date to revisit the request. The decision leaves the status of 3rd West Street unchanged; any future action would require cooperation or documentation from the other property owners.
