Lincoln County seeks $200,000 in CMAQ funds and approves a slate of subdivision and plat filings

The Lincoln County Board of Commissioners voted July 6 to submit an application for Congestion Mitigation and Air Quality (CMAQ) funding administered by WYDOT, requesting $200,000 in federal funds with a $50,000 local match for a South Lincoln County project the engineering report described as covering roughly 55 miles of county roads.
Commissioner Harmon moved to sign the resolution authorizing the CMAQ application; the motion was adopted. County Engineer Amy Butler presented the engineering report and described the scope of the proposed CMAQ project.
During the July 6 consent and planning agenda the board also approved multiple planning and subdivision items with findings and conditions, including: File 202 MS 22 (Yellow Grouse), File 203 MS 22 (Buffalo H Ranch), File 204 MS 22 (Dry Peak Estates), File 411 SS 22 (Sunny Meadow Subdivision), File 412 SS 22 (Willow Creek Ranch, Seventh Filing), File 413 SS 22 (OK Corral Subdivision Second Filing), File 414 SS 22 (Valley Springs), File 809 AP 22 (Bluebird Subdivision Lot 1 Plat Amendment), File 810 AP 22 (The Landings), and File 811 AP 22 (Spruce Third Filing). Each was approved with the Findings and Conditions read into the record; motions were adopted.
Commissioner Hansen also moved to proceed with a right-of-way modification process for Thayne-Freedom County Road No. 12-125 to match the existing as-built condition; that motion was adopted. The board appointed Chad Jensen to the Planning and Zoning Commission (term through June 30, 2025) and reappointed Karen Anderson (term through June 30, 2025).
The minutes record questions from commissioners about specifics such as shared driveway grades and whether outbuildings or septic systems were intentionally separated from plats; planning staff and the county surveyor answered those clarifications.
