Armstrong County commissioners approve resolutions, contracts and appointments

The Armstrong County Board of Commissioners unanimously approved a slate of resolutions, contracts and appointments at a meeting on Jan. 15, 2026, that lasted about 21 minutes and adjourned at 9:21 a.m.

The board adopted Resolution 2026-01 (Disposal of Property — Area Agency on Aging), Resolution 2026-02 (Kittanning Fireman’s Band — Marcellus Legacy Allocation) and Resolution 2026-03 (Revision #1 to the FFY 2024 Community Development Block Grant contract). Each resolution was moved by Commissioner Anthony G. Shea and seconded by Commissioner Pat Fabian and carried unanimously.

Why it matters: the items affect county-owned property, a local band grant funded by Marcellus legacy allocations, and a modification to a federal-state community development contract that typically governs eligible uses of CDBG funds.

On finance and personnel matters the board acknowledged purchase orders recommended by Chief Clerk Karen M. Notto for the week of Jan. 6 totaling $1,087.91 and for the week of Jan. 13 totaling $3,681.38. On a motion by Shea and a second by Fabian, the board also approved the personnel transactions listed for Jan. 15, 2026.

Contracts and agreements approved or acknowledged included Amendment #1 to the contract with LSSE Civil Engineers and Surveyors, Inc. for the Pine Township sanitary sewer upgrade project (recommended by Kathy Heilman, Deputy Director of Planning and Development); an agreement with Armstrong County Community Action (recommended by Paula McClure, Administrator, Children, Youth and Family Services); agreements with Allpaid, Inc. (tax claim and tax assessment services) and an agreement recorded for Quadient Leasing USA, Inc.; an agreement with 2Krew Security & Surveillance; a facilities use agreement with the Alle Kiski Strong Chamber; and a certification of funds with the Pennsylvania Department of Agriculture (recommended by Holly Laird, District Manager, Armstrong Conservation District). The transcript notes approvals of agreements involving named individuals Jeffrey S. Jessell and Jesse McCullough; one item references a recommendation by a Mr. Webb.

Appointments: the board appointed Matthew “Jay” Hogg to the Conservation District Board for a four-year term beginning Jan. 1, 2026 and expiring Dec. 31, 2029, and reappointed Harry Breski to the Armstrong County Planning Commission for a three-year term expiring Dec. 31, 2028. The board also appointed Gregg Smith for a one-year Planning Commission term (expires Dec. 31, 2026) and Tom Turner for a two-year term (expires Dec. 31, 2027). All appointments were made on motions by Commissioner Shea, seconded by Commissioner Fabian, and carried unanimously.
