Council approves facility repairs, Program Open Space adjustments, mosquito control budget and other operational items

At its March 5 meeting the Dorchester County Council approved a number of operational and budget items intended to maintain county services and properties.
The council authorized Recreation & Parks Director Duc Trieu to sole‑source a $13,516 purchase from Sharp Energy to replace inoperable infrared heaters at the Dorchester County Athletic Complex; the purchase will be funded from FY24 contingency funds. Trieu said the new heaters will allow winter sports and programs to continue.
The council also approved a request from Public Works Director Dave Edwards to sole‑source drainage work on Hynson Road with Hobbs Contractors, Inc. at a cost of $14,730 from the Public Works FY24 operating budget; an easement from property owners will be obtained before construction.
Council approved adjustments to the FY24 Program Open Space annual plan to reallocate funding for projects including a Vienna Back Street property/pavilion, and accepted the Maryland Department of Agriculture mosquito control budget agreement committing $457,750 for calendar year 2024 mosquito spraying (an increase of $22,000 over the previous year), to be funded in the FY25 budget.
Other actions included appointment of Don Satterfield to the Local Government Justice Reinvestment Commission and approval of the FY25 budget adoption schedule. The council also directed staff to prepare a list of county‑owned properties to advertise for sale, with a recommended 30–45 day sealed bid period and options for unsold parcels.
Council members expressed concern about routine sole‑sourcing and urged competitive bidding where practicable.
