County approves landfill upgrades, bridge repairs and multiple capital purchases

The Dorchester County Council approved several procurement and capital items during its June 18 meeting, including sole-source requests and piggyback contracts for maintenance and infrastructure work.
Public Works Director Dave Edwards requested a sole-source purchase from SITECH Chesapeake LLC of a CAT-compatible GPS system for the landfill compactor at a cost of $89,168.30, which the Council approved. The Council also approved purchasing nine METTA Technologies portable litter-fence sections ($69,980), elevator repairs at the County Office Building via Delaware Elevator ($95,886), and a long-reach Komatsu excavator ($552,016.13) for landfill operations; funding for these items was identified in the FY25 capital budgets.
Council approved piggybacking on a Maryland Department of Transportation State Highway Administration contract with Covington Machine to repair the Bestpitch Ferry Bridge at a cost of $538,384.37; funding will come from a combination of FY24 and FY25 capital budgets. Edwards explained that replacing the bridge would be complicated due to limited county real estate and its historic nature, and that repaired pilings originally driven in the 1950s are being restored. Councilmember Rob Kramer noted the bridge is one of the last wooden bridges in the county.
The Council also approved piggyback and bid purchases for a Sourcewell-contracted A-Boom tractor ($202,779) and a set of small paving awards to Russell Paving Company for cul-de-sac and court paving projects funded by the Highway Division FY24 Operating Budget.
The approvals included acknowledgement of compatibility constraints (e.g., SITECH compatibility with CAT machines and METTA fencing compatibility with existing systems) and funding sources; several items were sole-sourced with documented reasons recorded in the minutes.
