Dorchester County Council adopts multiple charter amendments and local measures; votes at a glance

The Council adopted a series of charter-related resolutions (667, 668/669, 670, 671, 672, 673), rejected a term-limits amendment (674), and approved economic and capital financing items including Resolutions 675–677.
At its July 16 meeting the Dorchester County Council voted on a series of charter amendments, appointments and financing measures.
The Council adopted Resolution 667 to require an administrative-structure review within the first fiscal year of each Council term and approved merged Resolutions 668/669 to change the budget preparation and adoption dates (prepare by May 15; adopt by June 15). The Council approved Resolution 670 removing the County Manager residency requirement and Resolution 672 removing the Finance Director residency requirement. Resolution 671, clarifying County Manager responsibilities and the Council’s avenue for administrative direction, passed with one dissent. Resolution 673 to "ensure transparency of governmental functions and information" passed; Resolution 674, which would have limited Councilmembers to three consecutive four-year terms, failed on a 1–4 vote.
The Council also adopted Resolution 675 to appoint Dr. Brandy Dawson Cumberland (District 1) and Christine LaMonica (District 3) to the Board of Education; Resolution 676 to support a $200,000 MEDAAF re-loan to Blue Oyster Processing LLC; and Resolution 677 to declare intent to reimburse prior capital expenditures for the McKeil Point Bermed Infiltration Pond (BIP) #1 project from tax-exempt proceeds. Most measures passed unanimously or with single dissenters where noted.
