Dorchester Council agrees to proceed with departmental restructuring to boost competitiveness and retention

County Manager Jerry Jones, speaking on behalf of Human Resources Director Kristin Budd, said the restructuring affects the Communications Division, Emergency Medical Services, Corrections and certain director-level positions. Jones said adjustments were informed by the FY24 Maryland Association of Counties (MACo) salary study and are designed to increase safety, competitiveness and career opportunities; he said the county also is reviewing its retirement system as part of the process.
Council members voiced general support for the approach. Councilman William V. Nichols applauded the effort and urged continuation of increases for lower-tier staff. Council President George L. Pfeffer, Jr. thanked County Manager Jones and Human Resources for their work. No specific salary figures or personnel decisions were made public during the regular session; the Council previously met in closed session to discuss personnel matters as permitted under state law.
Next steps: staff will proceed with the restructuring process and return to the Council with implementation details and any budget implications for later approval.
