Mercer County accepts three bids for ordinance update/rewrite; tax director requests consolidated portfolio

At the Dec. 18 meeting Tax Director Jennifer Neumiller presented three bids in response to an RFP for an update/rewrite of county ordinance language. The bids came from Frey Consulting, Donovan and Kaffar (with Apex Engineering Group), and SRF Consulting Group. Interstate Engineering requested to be included but the commission accepted the three bids received within the allotted timeframe and voted to forward them to the States Attorney for review and advisement (motion by Commissioner Mark Pierce, seconded by Jamee Folk).
Neumiller asked the commission to designate one portfolio holder for both the Tax Director and Planning & Zoning; Commissioner Casey Voigt agreed to that consolidation. Neumiller also informed the board that she has obtained her class one certification for Tax Assessor.
Why this matters: an ordinance rewrite can change regulatory language that affects permitting, appraisal and land-use administration across the county. Forwarding the bids to the States Attorney is a standard legal-review step before contracting or awarding a consultant. The minutes do not record contract amounts or a preferred bidder; further procurement action will appear on a future agenda if the county proceeds to contract.
The commission will review the States Attorney’s advice at a subsequent meeting and the auditor noted the process will continue in January.
