The Dorchester County Council voted Nov. 19 to forward proposed amendments to the county's Alcoholic Beverages and Cannabis articles to local legislators for consideration in the 2025 legislative session. The proposals would create an "arts" beer-and-wine license authorizing on-premises beer and wine sales at arts businesses in state-designated Arts and Entertainment Districts (snacks required; sales hours 10 a.m.–10 p.m.) with an annual fee of $250, and a "venue" license allowing beer, wine and liquor sales at venues that meet minimum size and capacity criteria (minimum 2,000 square feet; capacity of at least 100 for an event) with an annual fee of $1,500.
Councilman Ricky C. Travers presented the proposed language for §19-1001 (Arts license) and §19-1002 (Venue license). The venue license language would permit sales only during hosted events at the licensed facility and would prohibit carryout of alcohol sold under the license. The Council voted 4-0 to forward both proposals to the county's local legislators; William V. Nichols was absent.
No formal public hearing on the county-level adoption was held at this meeting; the Council's action was to transmit the proposed amendments for consideration at the state legislative process.
