Mercer County schedules special meeting on payroll after Tyler rollout update; HR director warns of low morale

State Attorney Todd Schwarz told the Mercer County Commission on April 2 that the county’s implementation of the Tyler software requires prioritizing payroll functionality as the top task for a successful transition.
Schwarz said the board will hold a special meeting as soon as the Eide Bailly payroll audit report is received so the commission can act on the audit’s recommendations and guide the software rollout. No date for the special meeting was set; the board directed staff to schedule it after the audit is delivered.
HR/EM Director Alice Grinsteinner told commissioners that, while she appreciated the board’s prompt assistance during the payroll issues, "employee morale is low and causing a toxic environment." The board discussed the concern and said it would continue to take all reasonable steps until the payroll and related issues were resolved.
The software and audit discussion followed an annual bid opening and other routine agenda items; the board recessed twice during the meeting and adjourned at 11:18 a.m.
