Commissioners approve leases, bonds and several contracts; switch in inmate medical provider authorized pending indemnity review

At the Jan. 21 meeting the board approved a Purdue Extension office MOU, reviewed and approved public official bonds for 2025, authorized switching inmate medical services to Comprehensive Correctional Care pending attorney approval of indemnification language, and allowed a health advertising contract to proceed.
The Dubois County Commissioners approved several administrative actions at their Jan. 21 meeting. Purdue Extension Educator Chelsea Brewer presented a revised memorandum of understanding for office space at 505 W. 5th St., Jasper, at $1,000 per month for 2025; the board approved the MOU unanimously.
County Attorney Gregory Schnarr and Auditor Sandra L. Morton presented the county’s public official bonds for 2025 (examples listed in the minutes include Auditor $30,000; Clerk $90,000; Treasurer $300,000). The board approved the presented bonds; the Sheriff’s bond was not yet obtained.
Commissioner Chad A. Blessinger discussed a request from Sheriff Kleinhelter to change inmate medical providers from Quality Correctional Care to Comprehensive Correctional Care (3C’s). The board voted to enter into an agreement with 3C’s conditioned on the County Attorney approving indemnification language; the board also authorized providing Quality Correctional Care the required 30‑day notice to terminate services.
The board noted a contract signed by Health Administrator Shawn Werner with Lamar for billboard advertising did not include recently required contract language; by consensus the board allowed the contract to proceed. Blessinger additionally reminded departments to route contracts through the County Attorney and Commissioner President per I.C. § 36‑2‑2.8 and County Ordinance 2024‑12; the County Attorney was asked to distribute a memo to departments reiterating the requirements.
The board declared two courthouse security speakers surplus and approved carrying 2024 encumbrances into the 2025 budget.
