Dubois County meeting roundup: officers elected, appointments, surplus items and administrative updates

At the Jan. 5 meeting the board elected officers for 2026, appointed commissioners to the Solid Waste Management District Board, declared several departmental items surplus, reviewed a telecom audit and granted consensus to seek an $11,000 opioid fund appropriation for drug testing pending County Council approval.
The Dubois County Commissioners on Jan. 5 held routine organizational and administrative business, including elections, appointments, surplus declarations and administrative reports.
By unanimous motion the board elected Commissioner Chad A. Blessinger as President and Nickolas (Nick) Hostetter as Vice President for 2026. Minutes from the Dec. 15, 2025 meeting were approved and signed.
The board also moved, seconded and unanimously carried a motion to appoint the three sitting commissioners to the Solid Waste Management District Board for 2026 as required by Indiana Code.
County Auditor Sandra L. Morton presented lists of items from the Highway Department, Treasurer’s Office and other departments to be declared surplus (including calculators, drills, an iPhone 6S and Surface Pro tablets). A motion to declare the Highway Department items surplus was made, seconded and carried unanimously; a county-level surplus list was also presented for consideration.
Auditor Morton presented a Telco Audit by Matrix Integration showing the county’s telephone charges under the TelecomCare Agreement total $800.64 per month for 33 SIP trunks, E911 services and taxes (a per-trunk breakdown of $24.27). The audit recommended no changes to the current configuration.
Community Corrections requested using $11,000 from the restricted opioid fund for drug testing; the commissioners offered consensus to approve the request pending County Council action on the additional appropriation.
Clerk Amy Kippenbrock reported she is monitoring House Bill 1342 (HB1342) in the Indiana General Assembly, which would change the way commissioner districts are drawn from highway mileage to population if enacted.
The next regular meeting is scheduled for Jan. 20, 2026 at 8:00 a.m. immediately following the Board of Finance meeting in the Courthouse Annex.
