Dubois County Council approves multiple appropriations, amends salary ordinances to sustain services

At its Jan. 21 meeting the Dubois County Council approved a package of appropriations across general, restricted and program funds, amended salary ordinances for county and grant-funded positions, and agreed to advertise larger capital requests for later action.
Auditor Sandra L. Morton presented multiple requests: a $7,776 General Fund additional appropriation for Title IV-D health insurance; $125 for prosecutor safe school bus cameras; $11,000 from the Opioid Restricted Fund for drug screens; $7,019 from the LIT-CR Fund for UPS battery backup maintenance at the Security and 911 Centers; and an $850 LIT-ED Fund appropriation for an annual maintenance fee. Each of those motions was moved and seconded and carried unanimously.
The council approved Drug Free Community 2026 funding totaling $49,405.30 by separate motions: $12,351.32 for Personal Services and $37,053.98 for Other Services. Auditor Morton also presented an amended salary ordinance capping the Dubois County Advocacy for Recovery and Prevention (ARC) coordinator at $23.41 per hour (22 hours per month with six additional grant hours); that amendment was approved.
The Community Transition Program Fund approvals included $500 for dues and $28,500 in capital outlay for Case Base software and equipment. The Project Income Fund approved a separate $10,000 capital outlay request for Case Base software and equipment. All three motions carried unanimously.
The CASA VOCA grant matter was presented by Circuit Court Judge Nathan Verkamp: VOCA funding may be reduced in the next grant cycle and the current grant ends Sept. 30, 2026. Verkamp requested County General funding to retain a part-time CASA position through the end of 2026 ($5,201) and to budget approximately $26,000 for the position in 2027. The council reached consensus to advertise the request and Auditor Morton will coordinate with the CASA director.
Votes at a glance: all appropriations and salary-ordinance amendments recorded in the transcript were carried unanimously among members present; Deena J. Lewis was noted as absent for the meeting.
Council members said motions were routine and there were no recorded dissenting votes. Several funding items will return for formal appropriation after advertised notice or at a subsequent meeting.
