The Steuben County Council adopted Ordinance No. 1061 during its Jan. 13 meeting, approving amendments to the county Personnel Policies Handbook intended to update Excess Benefit Time for exempt employees and modify Child Educational Activity Leave in accordance with Indiana Senate Bill 409.
HR Administrator Erin Schiffli presented Ordinance No. 1061 for its second and third readings; the ordinance had its first reading on Dec. 9, 2025. Councilman Eric Prall moved to approve the ordinance for both the second and third readings; Councilwoman Renee Carper seconded. The motion passed by a recorded vote of six ayes and one nay (Christina Cress).
The council signed the ordinance, and a signed copy will be filed in the Auditor’s office, per the minutes. No amendments or limiting conditions were recorded during the second- and third-reading vote.
The change to the Child Educational Activity Leave was described in the minutes as aligning county policy with Indiana’s 2025 SB409; the minutes do not provide the ordinance’s full text or a legislative summary beyond the referenced sections (Section 3.7.6 and Section 4.15).
