Fulton County approves event lease, grant application and banking updates

At its Nov. 4 meeting the Fulton County Commissioners approved a lease for the county's Dec. 6 Christmas Tree Lighting, authorized a CCAP grant application to cover parking lot repairs and fund a sheriff's vehicle, updated Treasurer's Office signers and approved an updated inmate medical billing agreement; payables totaling $125,199.21 were also approved.
Fulton County Commissioners Monday approved a slate of administrative items, including a lease for a Dec. 6 Christmas Tree Lighting event, a grant application to repair the parking lot at a newly purchased county building and bank-signing updates tied to a Treasurer's Office transition.
Commissioner Hervey P. Hann moved to approve and execute a lease from MainStreet McConnellsburg for McConnell Park to host the Fulton County Christmas Tree Lighting on Dec. 6, 2025; the motion carried unanimously. The board also approved payables dated Nov. 5, 2025 totaling $125,199.21, with $82,656.72 charged to the General Fund and additional allocations to law library, 911, debt service and pass-through funds.
Commissioner Steven L. Wible moved to file a CCAP 2025 Sallade Safety Improvement Program Grant Application requesting $26,552 to pay $25,439.42 remaining for parking-lot repairs at a newly purchased building on Lincoln Way West in McConnellsburg and to apply the remaining $1,112.58 toward purchasing a 4WD truck for the Fulton County Sheriff's Department. The motion passed with all commissioners voting in favor.
Chief Clerk Stacey M. Shives briefed the board on the county's participation in the PIMCC (Prison Inmate Medical Cost Containment) program through CCAP; she said the county has not needed repricing services to date but approved an updated Associate Member Fee Agreement, noting a one-time fee of $19 if the program is used. Commissioners also approved a letter to Community State Bank related to the Treasurer's Office transition following the early retirement of Bonnie Mellott Keefer, and approved a resolution from F&M Trust Bank to update signers on all Treasurer's Office accounts. All motions recorded in the minutes passed "All in favor."
