Fulton County commissioners approve hire, grant agreement and routine county payments

The Fulton County Board of Commissioners on Jan. 13 unanimously approved a series of routine administrative actions, including hiring a union Enforcement Officer for Domestic Relations, executing an intercounty grant agreement for drug-and-alcohol services, and authorizing multiple invoices and policy updates.
Interim County Treasurer Amy Bishop provided the board with account information for the month ending Dec. 31, 2025. Domestic Relations Director Tina Gress requested permission to fill a vacant Enforcement Officer 1 position; Commissioner Randy H. Bunch made the motion to hire Angie Horton for that union position, effective Jan. 26, 2026, and the board voted in favor. A brief Salary Board session set Horton’s salary consistent with the collective bargaining agreement.
Executive Development Director Julie Dovey presented the 2025–2030 Franklin/Fulton Grant Agreement (No. 4100101172) proposing that Franklin County act as the single county authority to operate and administer the Drug & Alcohol Program for Franklin and Fulton Counties. Commissioner Bunch moved to approve and execute the agreement; the motion passed unanimously.
The commissioners also approved the 2026 Certification of County Funds as presented by Interim County Treasurer Bishop and directed staff to notify organizations to apply for hotel/motel tax funding after the county receives its fourth-quarter payment. As part of HR Manual updates, the board approved revised language for Section 212, adding an opt-out health-insurance payment: eligible employees who waive county health coverage will receive a prorated monetary payment up to $1,020 per calendar year (maximum $85 per month), to be paid with the final payroll in December or upon resignation, provided the employee leaves in good standing.
On financial and operational items, the board approved the CCAP PCoRP invoice, second installment, for $45,442.00; the SAP&DC invoice for local county/transportation support for $8,598.00; and a renewal quote for ASPIRE two-factor authentication submitted by Rick Grissinger (Elect IT). The board also approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis.
The board revised the LERTA application inspection language to read, “Inspection by Zoning Officer or Fulton County Planning,” and accepted Ronald Richards as the real estate agent for the county-owned property at 119 N. 2nd Street, McConnellsburg, at a 3% sales commission.
