Fulton County commissioners adopt 2026 bylaws, confirm reappointments and committee assignments

The Fulton County Board of Commissioners adopted its 2026 bylaws and confirmed a slate of reappointments and committee assignments at a reorganizational meeting on Jan. 6, 2026.
Commissioner Randy H. Bunch, chairman, called the meeting to order. The board voted to adopt the 2026 Board of Commissioners By-Laws “for the regulation of business of the Board,” citing provisions in the County Code and the Act of August 9, 1955 (16 Purdon, Sections 503 and 509 as amended). The motion to adopt the bylaws passed with all present voting in favor.
The board approved staggered re-appointments to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031). Commissioner Steven L. Wible made the motion to approve the BFJRA re-appointment letters; the motion carried unanimously.
Commissioners also approved a set of 2026 re-appointments by motion, naming Jim Stein of DSS Law as solicitor; Stacey M. Shives as chief clerk; Amy Bishop in dual roles noted later in the record as interim county treasurer and Tax Claim Bureau director; Melissa Gordon as chief assessor; the Pennsylvania Department of Agriculture as sealer of weights and measures; Richard Newman as director of veterans’ affairs; and Keller Engineers and CES Engineering as county engineers. The board recorded these appointments collectively and approved them by motion with all in favor.
The board designated commissioner assignments to standing and regional bodies for 2026, including the Permanent Salary Board and the County Treasurer Retirement Board (all three commissioners), Assessment Appeals Board, multiple Southern Alleghenies Planning & Development Commission committees, emergency management and intercounty agencies. The assignments were listed and approved by motion.
The commissioners held separate Annual Reorganizational Meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes are on file.
The meeting adjourned at 10:37 a.m. after motions passed to complete assigned business.
