The Illinois Commerce Commission on March 6, 2025, granted a petition from Ameren for a permanent exemption from certain requirements of Part 280 of the Illinois Administrative Code, but approved substantive edits that impose consumer-notice and reporting conditions.
Under the adopted edits, Ameren must report the status of its e-Bill auto-enrollment to the Commission's Consumer Services Division within six months of commencing auto-enrollment. The edits also require Ameren to include additional information in its bill message explaining that an important e-mail will automatically enroll customers in paperless billing upon opening the message unless they opt out.
Chairman Doug Scott moved the edits during the meeting; Commissioner Conrad Reddick seconded. No objections were recorded, and the Commission approved the order as edited.
The adopted modifications aim to increase customer transparency around automated enrollment in paperless billing and create a reporting checkpoint for Commission staff to monitor implementation. The order grants the exemption while attaching the additional consumer-protection measures.
The Commission proceeded to consider other agenda items after approving the Ameren order.
