Calhoun County awards bids for printing, pest control, debris removal and monitoring; printing vendor vote included an abstention

The Calhoun County Commission approved several procurement resolutions and administrative agreements during its Dec. 19 meeting.
Administrator Jonathan Gaddy presented a resolution awarding the Printing Services bid to Moore Printing Company. A roll-call vote was held after Commissioner Patterson moved for one; results were Commissioner Wilson—yay, Commissioner Shears—abstain (Shears explained he abstained because he is employed by Moore Printing Company), Chairwoman Henderson—yay, Commissioner Howell—yay, and Commissioner Patterson—yay. The motion passed by majority vote.
The commission also awarded the Pest Control Services bid to Grissom Solutions Inc. d/b/a Orkin Pest Control and reported that bids submitted for termite control were rejected. Additionally, the Alabama Joint Bid for regional debris removal services was awarded to DRC Emergency Services, Inc., and regional removal monitoring services were awarded to Tetra Tech, Inc.; all of those motions passed unanimously by voice vote.
Other administrative items approved included an agreement with Regions Bank to provide a county credit card (authorized for the chairman to sign once final) and a Secretary of State agency agreement allowing the Secretary of State to pay postage for certain notices pursuant to the National Voting Rights Act of 1993. The commission also approved a one-time waiver of December 2024 liquor tax penalties for Northern Package Store and a property-transfer resolution conveying two parcels (including Piney Wood Chapel) to the Armory Commission of Alabama.
Why it matters: these awards and administrative authorizations set service providers and vendors for county operations and record a commissioner abstention where a potential conflict of interest was disclosed on the record.
Next steps: staff will finalize contracts and execute agreements where authorized; sealed resolutions and contracts are on file per the meeting minutes.
